Always known this. You are supposed to make these checks before every single occurrence of driving a vehicle:

I thought this was allegedly part of the driving test these days too?

But I've always worked on the assumption that it is the operator's responsibility to ensure that any vehicle under their control us in a roadworthy condition, and they are personally liable for any defect that may cause an accident - i.e. "it had a service 3 months ago" is not a valid defence.


I'm old enough to understand the phrase 'personal responsibility " though...

It is. They can ask questions about this in the "Show me / Tell me" part of the practical test. There may not be specific questions about wheel nuts (can't remember) but it is meant to reinforce the fact that you are responsible for checking the safety of your vehicle.
